How to Order Specialty Starch Without Repeating My Mistakes: A 5-Step Checklist

In February 2017, I approved a purchase order for 600 kg of “rice starch.” The supplier shipped rice flour instead.

I’m not saying they tried to trick me. The problem was my specification. I had not included a product code, a supplier name, or the exact botanical reference. My company’s purchasing system treated “rice starch” as a category, and the warehouse picked something that fit the category. Rice flour is not rice starch, though. The sauce we were making turned cloudy and picked up a cooked-cereal flavor. That batch was unsalvageable. Roughly $3,400 in materials went to waste, and we lost a week of production time.

I now work as an application specialist for Ingredion, but I keep that old mistake on my desk (yes, literally — it’s in my notebook). Since 2019, I’ve reviewed over 200 specialty starch orders, and I’ve built a checklist that I run through before anything gets signed. This is that checklist.

It’s for you if you’re an R&D scientist, a procurement manager, or a QA person about to place a starch order. It has five steps, and step 3 is the one most people skip.

1. Write the botanical source and the product code, not a category name

People new to the starch industry expect “starch” to be a single material. It isn’t. There is corn starch, tapioca starch, potato starch, waxy maize starch, rice starch, sago starch, lotus root starch — and each one behaves differently in a formulation.

Take “organic rice starch” as an example. That phrase still leaves room for ordinary rice starch versus waxy rice starch, and those two products perform very differently. Waxy rice starch is mostly amylopectin, so it gives a smooth, clear paste with a different gel texture. Standard rice starch contains a meaningful amount of amylose, which changes the set, the clarity, and the mouthfeel.

That is why I now write a full reference like “Ingredion organic rice starch purity bio 805” on a bill of materials. Purity Bio 805 is an Ingredion organic waxy rice starch. If you only write “organic rice starch,” you might get a different product from the same catalog — or a completely different botanical source from another supplier.

Similarly, if your formula calls for lotus root starch, don’t let anyone translate that as “some kind of root starch.” Lotus root starch has its own gelatinization behavior, gel clarity, and texture. Tapioca starch is also a root starch, but it is not lotus root starch.

Checkpoint: Does the certificate of analysis list the botanical source, the grade, and the supplier’s product code? If not, ask for those before you release the order.

2. “Is starch gluten?” is a fair question. Then demand proof.

If the phrase “is starch gluten” brought you here, here’s the direct answer: no. Starch is a carbohydrate. Gluten is a protein found in wheat, barley, rye, and their crossbred varieties. Starches made from corn, rice, tapioca, potato, and lotus root do not naturally contain gluten.

But the more important question for a food manufacturer is not “is starch gluten?” It’s “does this ingredient meet my gluten-free standard?” Those are different questions.

Under FDA rules (21 CFR 101.91), a food labeled “gluten-free” must contain less than 20 ppm gluten. That means you need more than a dictionary definition. You need evidence that the ingredient is not contaminated during growing, handling, or processing. Ask the supplier for an allergen control statement, a gluten test result, and documentation that covers the actual lot you are buying.

I remember a joint customer audit in March 2022. The buyer had sourced an organic starch from a trader, and the label said “gluten-free.” The auditor asked for the supplier’s allergen risk assessment. The trader’s response was basically “it’s starch, so it’s gluten-free.” That was not enough documentation. The supplier was not approved, and the customer lost three weeks while they qualified a backup source.

So yes, starch is gluten-free by nature. But a gluten-free claim is only as good as the paperwork behind it.

3. Ask for the method behind every number on the data sheet

This is the step most buyers ignore, and it causes some of the most expensive surprises I’ve seen.

A technical data sheet might say “viscosity: 900 cP.” Great. But 900 cP measured by a Brookfield viscometer at 25°C is not the same as 900 cP measured by an RVA at 95°C. The test temperature, starch concentration, spindle, shear rate, and cooking procedure all change the result.

I once worked with a snack manufacturer whose starch supplier reported a “peak viscosity.” The manufacturer assumed that number represented the starch’s behavior under their actual process conditions. It didn’t. Their process ran at a lower pH and under high shear. The starch broke down, the slurry thinned out, and the line had to be stopped while they reformulated.

When you review a starch spec, ask these questions:

  • What method was used to measure viscosity?
  • What starch solids percentage was tested?
  • What temperature and pH profile was used?
  • Does the method include shear, or only gentle stirring?

If the supplier can’t answer those questions, that is a red flag. If they can, ask them to confirm the method in writing on the spec sheet.

4. Test the actual production lot — not just a “nice” sample

Lab samples are usually prepared carefully. Sometimes they are prepared from a different production site, a different crop year, or a specially refined batch. The commercial lot may not behave exactly the same way.

A few years ago, a customer of ours approved a clean-label starch based on a manufacturer’s sample. The commercial order was then sourced through a trader and shipped from a different production location. The product name on the certificate was the same, but the starch had not been made at the plant where the original sample came from. The customer didn’t run a pilot test before using the full delivery, and the finished product texture changed enough to fail their internal quality check.

It was an expensive lesson: roughly $7,800 in scrapped product, plus the cost of downtime.

So I’ve made it a rule: pilot-test a sample from the exact lot you will use in production. If the supplier says the product may come from multiple plants, ask whether the plant of origin affects the specification. A reputable supplier should tell you before shipping if the manufacturing source changes.

5. Compare cost per accepted kilogram, not cost per quoted ton

The lowest quote can look great on a spreadsheet and still be the most expensive option you ever picked.

In 2018, my previous company switched to a cheaper rice starch supplier and saved about $0.04 per kilogram. On a 5-ton order, that looked like a win of roughly $200. The first delivery failed our incoming viscosity check. We had to quarantine the material, arrange a return, place an emergency order with the original supplier, and pay for expedited freight. The total extra cost was around $4,000.

When you compare quotes, remember to include:

  • freight and incoterms
  • minimum order quantities and warehouse constraints
  • certification documents (organic, kosher, halal, non-GMO, gluten-free)
  • incoming inspection and testing time
  • the cost of a rejected batch

Organic certification is a good example. A certified organic starch should come with a current organic certificate from an accredited certifier. If the supplier cannot provide that document before the order, the product is not acceptable — no matter how good the price is.

Final notes before you submit the PO

I have a version of this checklist pinned to my monitor at work. In the past 18 months, it has caught 47 potential errors before they became production problems. Most of them were simple things: a missing product code, a gluten statement that had expired, or a viscosity test method that didn’t match the customer’s process.

You don’t need to be perfect. You just need to verify the basics before the order goes out. Write the botanical source, include the product code, get the documents, ask about the test method, pilot-test the actual lot, and compare the true landed cost.

That would have saved me from the rice flour mistake in 2017. It will probably save you from something similar.
